Standards Development

Rich, robust services by developing and enhancing standards for one or more clients

H&P works in two areas:

• development of new standards in all areas of mobile communications;
• enhancement of existing standards which are incomplete or contain too many options

We offer to clients a wide experience in standardisation in all areas of mobile communications and in all relevant standardisation bodies (ITU, 3GPP, OMA, GSM Association, WWRF, WiMAX Forum). H&P are a member of ETSI in the category of small and medium size enterprises (SME).

We work closely with the client and seek his endorsement for every major step. The work normally starts with a full review of the situation, then concepts are elaborated and contributions prepared for standardisation. H&P partners present and support the contributions on behalf of the client to the relevant bodies and lobby for their acceptance. H&P achieves acceptance of contributions for technical specifications and GSM Association documents. We manage all the steps which are necessary for success.

In the case of a multi-client co-operation, we are able:

• to negotiate the basic agreement between the parties;
• to manage the ongoing consensus building process;
• to set up and manage an appropriate co-operation structure.

Example: H&P led a major effort of 12 operators and manufacturers to re-develop standards for MMS. From 2004 onwards, the results of this effort became effective in the market.
